Introduction

  The Russian Federation was founded following the dissolution of the Soviet Union in 1991. Usually, Russia and his neighborhood are the focus of the world. However, NATO wants to make Ukraine and other members of the Russian Federation to be one part of it. After the discovery of the oil field in Caspian Sea, many countries are striving for the profit form oil. Moreover, Republic of Uzbekistan is the stronghold of counter-terrorism of US Army after 911. Many evidences show that the whole Russian Federation plays more active roles on the international stage. In addition, there will be direct air link between Taiwan and Russia, and it can be observed whether Taiwan and Russia build closer cultural and economic communication.  Center for Commonwealth of Independent States Studies which pays  attention to Eastern Europe and Central Asia can raise NCCU's reputation and academic competence.

Mission
  1. To assist teaching and studies concerned aboout Commonwealth of Independent States.
  2. To promote cooperation of institutions relate to the Commonwealth of Independent States.
  3. To collect books, papers and periodicals.
  4. To build website of Center for Commonwealth of Independent States Studies.
  5. To release  publications.
Future Development

  Center for Commonwealth of Independent States Studies will strengthen the cooperation and  communication with domestic and foreign institutions relate to Commonwealth of Independent States studies, and make compatriots understand more about the Commonwealth of Independent States. Meanwhile, the center tries to train and integrate researchers of this field. In the future, we will invite scholars, experts to give a mutual visit and hold meetings and lectutures.
